ABOUT DAVID
David Quan is a 30 year veteran of the music industry and is an expert in all facets of Music Publishing and Licensing. He is currently the Manager, Licensing Administration at the Warner Music Group. His duties include issuing master use licenses for audiovisual media, processing royalties, rights research. He has worked for such notable companies as Leiber & Stoller, All Nations Music, Warner/Chappell, BMG, Universal Records, PeerMusic, Sony Pictures Entertainment, and NBCUniversal. Quan holds a BS Degree in Marketing from the California State University, Los Angeles and an MBA with a concentration in Corporation Finance from USC. He was a two term President of The California Copyright Conference, he currently serves on the board of directors of the Association of Independent Music Publishers, and is a member of organizations such as The Guild Of Music Supervisors, Songwriters of North America, and The Society of Composers and Lyricists.

ABOUT MARC
Marc Rucker serves as Director within the Brand Marketing and Industry Relations group at SoundExchange. Marc is responsible for establishing and building key artist, management, and content owner relationships. He helps raise the profile of SoundExchange in the music industry and deepen creator engagement in Nashville and beyond.

Marc is a passionate ally to the creative community who has been embedded in the music industry for over 15 years, with experience in artist & business management, publishing, innovation and entrepreneurship.

Before joining SoundExchange, he managed the careers of multiple successful recording artists, helped co-found Young Entertainment Professionals and consulted on live entertainment in major sports venues. Marc is also a member of Leadership Music’s class of 2026 and participated in the charity boxing match Rumble on The Row. Additionally, he’s active participant and investor in the AI and digital asset ecosystems.

ABOUT ROXANNE
Roxanne Castillo is the Chief Administrative Officer & Executive Counsel at the Film Musicians Secondary Markets Fund, where she oversees the Entertainment Industry Operations group. In this role, Roxanne leads a team dedicated to assisting signatory Producers in understanding and fulfilling their residual obligations under AFM agreements. A seasoned attorney with a diverse legal background, Roxanne has extensive experience in Labor & Employment, Copyright, Production, and Immigration law. With a career spanning the entertainment industry, Roxanne has worked on a wide range of projects, including film, scripted and unscripted television, and live performances. She is skilled in negotiations, contract drafting, and driving effective and efficient business operations, bringing a practical and strategic approach to complex legal and industry challenges. Born and raised in Los Angeles amongst an ongoing stream of productions, Roxanne brings a deep understanding of the entertainment landscape and economy, and a commitment to fostering positive business outcomes in an ever-changing industry.

ABOUT CYNTHIA
Cynthia Sanchez is an attorney and mediator specializing in the areas of domestic and international copyright law and policy, enforcement, technical assistance, capacity building, program development, training, nonprofit management, and conflict resolution.

Ms. Sanchez currently serves as Associate Director/Head of the International Department of the AFM & SAG-AFTRA Intellectual Property Rights Distribution Fund (Fund) where she leads the Fund’s efforts to collect and distribute worldwide neighboring rights royalties due to U.S. non-featured performers and vocalists.

Formerly, Ms. Sanchez served as Executive Director of the Dispute Resolution Center, a nonprofit organization that provides peacebuilding and restorative justice services and training to the underserved and underrepresented communities in Los Angeles County, including to incarcerated children.
